The New Development Bank, to be headquartered in Shanghai, will have an initial authorized1 capital of 100 billion US dollars, and its initial subscribed2 capital of 50 billion dollars will be equally shared among founding members, according to the Fortaleza Declaration.
《福塔雷萨宣言》指出，总部设在上海的新进步银行初期注册资本将达到1000亿USD，而初期的500亿USD认缴资本将由5个创始成员国平均分摊。
此次成立金砖国家新进步银行（New Development Bank，NDB）并设立应对储备基金（contingent reserve arrangement，CRA）是2013年《德班宣言》中有关协议的落地。新进步银行将为金砖国家和其他进步中国家的基建和可持续进步提供资源支持（financing infrastructure3 projects and sustainable development）；应对储备基金则用以防范各国短期资金流动重压（forestall short-term liquidity4 pressures），加大全球金融稳定（strengthen global financial stability），并对现有些国际应对机制形成补充（complement existing international arrangements）。
上文中提升的authorized capital指公司在注册时上报的资金总额，即注册资本，subscribed capital则是注册资本中已经由持股人认缴的资金，即认缴资本。
