notwithstanding可以是介词、副词、连词。
作为连词，词典的讲解为：in spite of the fact that, although.
根据这种解释，后接让步从句时就不再用连词that。但语料库中有非常大notwithstanding 后接that从句的例句。这样的情况既不符合连词的使用方法，也不符合介词的使用方法（介词后一般不可以接that从句，in, but, except三个介词为例外）。
所以还是要从词源方面来理解。notwithstanding是由not+withstand的目前分词构成的合成词。动词withstand可将来接名词和that从句，所以notwithstanding后面也可将来接名词和that从句了。
这样的情况与considering类似。假如你查词典，会发现considering是个介词，但considering可将来接that从句，此时就不必质疑为何介词可将来接that从句，直接把considering看作目前分词就能了。
或者，介词不可后接that从句的例外，除去in, except, but, 再加上notwithstanding。
